Nov. 7: Whatever happened to the Free Trade Area of the Americas?

One of the tragedies of the past five years has been the virtual collapse of the process of establishing a Free Trade Area of the Americas. That collapse is being all but formalized in Buenos Aires right now at a "Summit of the Americas" that had once been envisioned as a triumph. It could have been the beginning of an economic integration of the Western Hemisphere that could have benefited the poorest members of all countries ... in my dreams. The reality is different. Hugo Chavez in Venezuela, economic crisis and nationalism in Argentina, 9/11, a President of the USA whose commitment to free trade is limited (and whose commitment to freeing up trade plus investing heavily in education and a safety net for those individuals and communities across the Hemisphere most vulnerable to the negative effects of trade is sadly nonexistent). Mine is a vision of the region that will remain unrealized for a few years at least, and may never be achieved.
